Shelbyville, Ind. – The City of Shelbyville Plan Commission held its scheduled meeting tonight to consider the zoning classification associated with petition PC 2025-15 — LORM, LLC & Alisha Clay Annexation. This item was the only petition on the agenda.
Under Indiana law and the City of Shelbyville’s Unified Development Ordinance, the Plan Commission does not decide whether annexation occurs. The Commission’s role is to review the proposal and make a recommendation to the Shelbyville Common Council regarding zoning classification for the properties under consideration should annexation be approved. The Common Council holds the authority to make the final decision on annexation and zoning.
After review and discussion, Commissioner Gary Nolley made a motion for an unfavorable recommendation to the City Council on the proposed zoning classification. The motion was seconded by Commissioner Duane Schuler. The Plan Commission voted unanimously in favor of the unfavorable recommendation.
In reaching its recommendation, the Plan Commission referenced the decision criteria established in the City’s Unified Development Ordinance, including:
The City’s Comprehensive Plan and applicable planning documents
Current conditions and existing land uses
The most desirable use of the land
Conservation of property values
Responsible growth and development
The unfavorable recommendation will now be forwarded to the Shelbyville Common Council, which will make the final determination regarding annexation and zoning at a future public meeting.
