Project Update: Alley Maintenance and Temporary Closures (July 29, 2025)

The City of Shelbyville continues to invest in infrastructure maintenance and community coordination with several alley improvement and temporary closure projects approved by the Board of Works July 29, 2025.

As part of routine maintenance, alleys between Second Street and Colescott Street will receive a fresh asphalt overlay. This work will improve surface conditions and extend the life of the alleyways in that area.

In addition, the Board approved a contractor's request to temporarily close the alley north of the Excel Center through September, or until work is completed. The closure is necessary to address water intrusion issues at the North Harrison Street Senior Apartments. Scaffolding will be placed in the alley during construction, preventing vehicle access during this period.

The Board also granted permission to close the alley between Harrison and Elm Streets, as well as a portion of West South Street in the same block, on August 8–9. These closures will accommodate the 100th anniversary celebration of the Masonic Lodge, a milestone community event.

Project 2: Blue River Memorial Amphitheatre 

  • Awarded reallocated READI 1.0 funds and recipient of READI 2.0 funds
  • In design phase with goal to break ground October 2025
  • Project Renderings (Updated: 12/1/2025)- Subject to change. These have not been stamped for final approval or reviewed by Plan Commission at this time. 
  • 12/10/2025- Justin Nicol, Runnebohm Construction Representative, attended the Parks Board Meetings and reported that they are hoping to have all the pricing back by the end of next week. They are currently doing some pipe work on site at Blue River Memorial Park. They will return periodically to give the board updates. The tentative completion date is sometime late 2026 with first concerts to be held in 2027.

Project 3: WAWA Convenience Store and Fueling Station


GMX Real Estate Group, LLC is seeking approval to redevelop 2.37 acres at State Road 44 and Amos Road into a 6,372-square-foot Wawa convenience store with eight fueling stations. The project would consolidate four parcels, demolish three existing buildings, and replace former auto sales and service businesses. The Board of Zoning Appeals granted six variances earlier this month, including adjustments for driveway separation, parking setbacks, and landscaping. Staff recommends approval, contingent on satisfying outstanding technical review comments. Shelbyville Plan Commission will consider this site development petitions on Monday, August 25, 2025.
