Ongoing Projects
Project 1: North Riley Highway Streetscape Improvements
Safety and aesthetic improvements to N. Riley Highway (Former State Road 9) between Rampart Street and Downtown. These improvements will include sidewalks and trails, landscaped medians, street lighting, and intersection improvements. The proposed design drastically improves pedestrian and bicycle safety by providing a dedicated multi-use trail running the entire length of the 1.3 miles, which currently has no pedestrian facilities. In addition, landscaping and design improvements will be incorporated to serve as a gateway to the community.
Upcoming work includes:
Installation of interior medians and traffic islands (in progress)
Roundabout construction at North Michigan Road and North Riley Highway to begin May 27, 2025 and scheduled completion mid-September
Traffic Shift: Work on the west side of the roundabout remains on schedule. Traffic is expected to shift to the east side by the end of August to allow final paving and finishing.
Bypass Lane Construction: Near Isabelle Farms, bypass lane construction has begun along the eastside of the upcoming entry roundabout. Utility relocation is complete. Construction of the Isabelle Farms roundabout will begin at the conclusion of the North Michigan Road roundabout.

May 27- Michigan and N Riley Roundabout work will begin in conjunction with CSX's full closure
May 28- Michigan and N Riley Roundabout construction has begun (full closure)
June 6- Michigan and N Riley Roundabout construction continues with restrictions. Knauf has closed main entrance on N Riley and instructed staff to use new entrance detour
July 14- East side of Michigan Roundabout is wrapping up. Isabelle Farms is completing their secondary entrance to the neighborhood. Once secondary entrance is poured and sealed, the primary entrance will be closed to prep for roundabout work. Landscaping for islands have completed and trail work has begun.
August 7- Lane shift to the other side of the Michigan Round About is scheduled for end of August. Second entrance to Isabelle Farms is in progress. Bypass lanes near Isabelle Farms will begin shortly as utility relocation is complete.
Sept 3- Utility relocation is complete. Finishing up installation of the temporary bypass lanes on the east side of upcoming Isabelle Farms roundabout. North Michigan Road/Riley roundabout is scheduled to be complete by mid-September
Sept 5- All North Riley Highway traffic has been shifted into the new eastern bypass lanes to route vehicles safely around the future Isabelle Farms & North Riley roundabout work zone.
Next week: Construction will begin on the Isabelle Farms & North Riley roundabout, after the roundabout at North Michigan St. & North Riley Hwy is completed.
Isabelle Farms residents: Please use the Rolling Ridge entrance during construction.
Vendors & Construction Traffic: Will be limited to using the main Isabelle Farms entrance per project coordination.
Sept 23- N. Michigan Roundabout is in final phase. Utility relocated have pushed back completion dates. Resurfacing will take place from railroad to Isabelle Farms roundabout construction. Full completion of N Michigan and N Riley presumed to be mid-October. Isabelle Farms Roundabout and N Riley storm drains are scheduled to be complete this week. Truck aprons and final paving to get cars back on the roundabout and off the detour lane is scheduled to be complete by October 20th. Goal is to have all roadwork complete by Thanksgiving holiday.
Nov 13- N Michigan and N Riley intersection is open north and south bound and down to one lane as traffic lines are being painted and sealed. Isabelle Farms and N Riley intersection has progressed to same status of N Michigan and N Riley with the bypass being removed and north and south bound single lanes being open to traffic as the curbs and traffic line painting is complete. The updated projected completion date for the full project is December 1, 2025.
Nov. 26- N Michigan and N Riley intersection is completed. Knauf will be opening their drive in the near future.
Project 2: Adam's Glass Building Demolition
June 18- Utility disconnects are complete, and Ray’s Demolition will begin mobilizing equipment, fencing, and barricades on Friday, June 20, continuing into Monday. Building demolition is scheduled to begin Tuesday. Expect lane restrictions on Broadway Street and a temporary sidewalk closure near the SW corner of Broadway and Harrison.
The City has been in contact with neighboring businesses throughout this process. During inspections, it was discovered that the sanitary sewer lines for The Strand, Stage Left Tattoo, and the Hair Salon run through the building slated for demolition. The lines are beyond repair and will be removed and replaced during demolition. A temporary sanitary service disruption is expected, and the City is coordinating with the demolition team to provide port-o-lets or alternative facilities during the outage.
June 20- Demolition has begun
July 8- Bulk of demo is complete. Shelly's sanitary crew is working. Fine demolition is in process to have a clean completion of demolition. Working with roofers to ensure secure roofs of remaining buildings.
July 14- Demolition is complete. Roof is sealed and exterior mason work is in it's beginning stages. Basement is being filled in and will be topped with top soil for green space growth. Sidewalk will be removed and replaced with new concrete as a result of the damage it has experienced in the demo.
July 18- Contract complete with Ray's Demolition. Ground filled with dirt. Sidewalk and bump outs are being constructed/poured. Brick and mortar sealing is in planning and quoting phase.
July 28- Concrete is poured and dirt filled in. Working with building owners to secure brick and mortar of remaining buildings.
September 3- Working with adjacent building owners to ensure building soundness/secureness.
December 1- Finished the exterior reconstruction for the west-facing wall. Have some additional interior work for wall supports and then in the spring surrounding landscape will include topsoil and seeding
Project 3: Eight37 Lofts
Eight37 Lofts, a $32.8 million multifamily workforce and affordable housing community by TWG, is under construction at 837 Webster Street in Shelbyville. The development will feature 138 units across two three-story buildings and a one-story clubhouse, offering one-, two-, and three-bedroom options for residents at a variety of income levels, including households at 50% and 60% of the Area Median Income as well as market-rate units. The project is among the first to use Indiana’s new Affordable and Workforce Housing Tax Credit program, redeveloping a site previously damaged by fire into high-quality housing. This marks TWG’s first project in Shelbyville, made possible through support from IHCDA and the City of Shelbyville.
August 5- Framing has begun while foundation and prep work continue on second building. Watch ariel footage provided by TBG Construction LLC.
