Information About City Council's January 21, 2026 Meeting

The only item on tonight’s City Council agenda is:

Ordinance No. 26-3052 (Annexation of Certain Real Estate)

City Council will consider either:

  1. A request to continue the ordinance to a future meeting date (postpone action), or

  2. Proceed with the second reading of the ordinance (a formal step toward a Council vote)

Important Clarification: This Meeting Is Not a Public Hearing

The January 21 City Council meeting is a regular Council meeting and is not a public hearing.

The City recognizes that there is significant public interest in this ordinance and that many residents want to speak and be heard. In anticipation of increased attendance, the City is implementing a structured public comment process for this meeting to ensure the meeting remains safe, fair, and orderly.

Public Comment Guidelines for January 21

Public comment will occur at the end of the meeting under the following guidelines:

  • Individuals wishing to speak must sign up prior to the start of City Council's Meeting (6:00 pm) with staff in the lobby of Breck Auditorium

  • Public comment will be limited to a total of 60 minutes

  • Each speaker will have up to one minute

  • Each person may speak once

  • Comments must be directed to City Council

  • Profanity, personal attacks, and disruption will not be permitted

  • Speakers should state their name for the record (address will not need to be stated, but will be recorded at sign up)

These guidelines are intended to allow as many individuals as possible the opportunity to speak while also ensuring City Council is able to complete the posted agenda.

Demonstration Guidance (Peaceful Protest and Building Access)

The City has been made aware of a planned protest beginning at approximately 5:00 p.m. outside Shelbyville High School near the main entrance to Breck Auditorium (Door A1).

The City respects the public’s right to peaceful demonstration. At the same time, the City must ensure that all attendees are able to safely access the building and that emergency access routes remain clear.

To support safety and accessibility for everyone:

  • Demonstrations should remain along the public sidewalk and away from the main entrance doors

  • The circular drive and immediate entrance area must remain clear for ADA access and emergency access

  • Walkways, ramps, entrances, and traffic lanes may not be blocked

  • All individuals are expected to remain respectful and comply with lawful safety directions from event staff and law enforcement

The City appreciates the community’s cooperation in maintaining a safe and orderly environment.
